BOINC uses an IP connection on port 31416 for communications from the Manager to the Daemon (both part of the install on your system). The message you are getting is indicating that something is wrong with this connection.

If you are using a personal firewall, please make certain that BOINC.exe is allowed to act as a server on port 31416. Also make certain that BOINCMgr.exe, BOINCCmd.exe and BOINC.scr are allowed to contact out on port 31416. This connection needs to happen on the local host if you do not wish to use remote control, and needs to happen on the LAN only if you wish to use ure remote control. It is not suggested to use this outside of the LAN (i.e. across the internet).

If this fails, we will have to look for the program that is using port 31416.
