First, have you "attached" to this project? That is the good thing about BOINC is it lets you attach your computer to multiple projects besides SETI. Of course that does make it a little more complicated to set up but once you have it set up properly then you can sit back and crunch for several projects, sharing your computer resources with each in turn without you even touching it again.
If you have successfully been able to attach to this project, you should be able to go to the "project" tab and make sure there is a "no new work" button on the left. This button is a toggle. If it reads "allow new work", you will not receive work until you click on it. It must read "no new work" to be able to download work units. I know this is a little confusing to look at, but you are actually telling it to issue that particular command when you press it. I just checked the server status pages, and while we do have some servers offline at the moment, you should be able to download work units. If you have problems and don't get work shortly, post here again and someone will try to help you further. (I will keep an eye on this page for another couple hours myself.)

/edit Oops, I just noticed in the "Results ready to send" is 0 (zero), so no work for the moment until they can get the splitters back online! Sorry.

Right now there is no work available due the problems noted on the home page and in the technical news. It looks like you have everything set up and ready to go once work is available again. Considering there are almost 400,000 users in this project, 8,000 posts doesn't seem excessive.

I much preferred the old system much more user friendly.
I get as far as the Manager and no further,I tab for work the lefthand keys go blank.
With the old system work was automaticlly downloaded this set up is in my view far too complex all i wanted to do was to continue efforts to help SETI in my own small way but not to pass an entrance exam for
