error code -182 means "timeout" ;) No communications received from computer. Hmmm check your network connection, proxy settings (new or changed?), firewall settings (new or changed?), and any special settings or codes you have set up with your Internet Service Provider. Apparently, your scheduler request is not being acted upon ...

I am running BOINC 5.2.13 and keep getting "Attempting to connect to [setiboinc,ssl.berkeley.edu] timed out" followed by "Scheduler request to http://setiboinc.ssl.berkeley.edu/sah_cgi/cgi failed with a return value of -182."

What is the problem and how do I correct it?
