Here's the port info as provided by a developer:

BOINC Manager needs to be able to open outbound connections to either 1043 or 31416.

BOINC Screensaver needs to be able to open outbound connections to either 1043 or 31416.

BOINC needs to open an inbound connection to either 1043 or 31416, and an outbound connection to port 80 for downloads and uploads of workunits, results, and science packages.

If seems the manager can request work as we see that in the messages, but when it comes time for the boinc.exe to talk it can't and you don't get attached. I'd be looking at port 80 and checking 1043, and 31416 for good measure. I don't know how you have you do this. Given that I'm not seeing mass reports of attachment or download/upload issues I'm "assuming" it's probably NOT a traffic issue, but it might be.

If you need assistance looking up the ports I'll see if I can find someone.

Have you upgraded to the latest boinc version 5.2.11? What is you're problem? I haven't seen that described. The original ip/dns you traced is for the scheduling server. The IP I asked about is the download server and goes through the Cogent network, the scheduling server goes through the campus network.
