I think the task distribution here at Boinc works fine:

The project teams does the science, the application coding, and they deliver the raw data for the statistics. They even include some rudimentary statistics on the site as well.

The eager community delivers all kind of statistics, banners, competition, gadgets...you name it, it's probably already there.

I also am wondering why the stats for SETI Classic users are not being updated on the "global" pages. Individual results are stil being recorded for the "legacy" users so why aren't the "total" stats also being updated???

I don't know if this is off topic but I was wondering if that has anything to do with the problem I am having. It seems on my account that the statistics aren't being updated on my account because online it shows " SETI@home classic workunits as of 15 March 2005 =551 " yet on my computer it shows that I am at 713. Is there anything that can be done about that or should I reinstall the seti@home?

Yes there is, but neither by you nor at the very moment.
Stats of Seti classic isn't dynamically linked to Seti BOINC. Seti BOINC just contains a snapshot made in March. Once Seti classic will be shut down (which will take place in a few months, we are told) there will be made a final snapshot and put into Seti BOINC.

Simple.
Wherever you downloaded the BOINC instalation file- that's where it will be.
Double click on it to install it- it'll make a new directroy if necessary or use an existing one if it's there. Once it's installed & attached then you can start crunching.
