This is just a question, no complaint, but why exactly is the new installer with more than 6 MB so much larger than the older 4.19 one?
Will it become smaller (optimized) again when the 4.4x development finishes?

AFAIK the install size shot-up because they started to use a different install package creator (MS?) which insists on including all the DLL and support files that just might possibly be out-of-date on your system - 90% are probably not needed in 90% of cases.
Umm... sounds like MS - if it walks like a duck and quacks like a duck, it probably is.
