OK, this seems odd

It has been brought up before. It is just a slight time difference between the database server and the webserver. When a new post is created, the timestamp is based on the database server's clock. When the page is displayed to you by the webserver, it takes the difference between the timestamp and the web server's clock. The database server is obviously running about 10 seconds fast.
