I am not sure when we discover a signal or signals of other civilizations. We may receive a signal which takes millions of (light) years to reach us, and the presumed civilization can be long gone by the time we receive their signal. I think it is possible for us to discover signals of other civilizations. However, because of the great magnitude it takes for signals to travel (and taking into consideration today's technology) it is IMPOSSIBLE to communicate at this time. We can only listen...
