It's a terrible waste to leave the computer on and not do anything!
Personally I doubt life capable of HF transmission is within our "listening range", and also doubt that would waste energy "broad"-casting, unless they were trying to send out a message.
We waste so much energy transmitting our "regular" EMF that I don't think there's much reason to transmit "messages" more than we do already. There is too much sky to cover, no real targets, and not enough to say right now!
