How does one set up a "backup project"?

Searching reveals that early incarnations of Boinc allowed a zero for Resource Share which would only DL projects when the >0 projects are empty. With the Boinc 7's, it is reported that 0 for the resource share won't DL at any time.

Since the dB move, I haven't had one, 'exited with zero status but no 'finished' file' message! I hope that's the last I'll see of it.

I've seen many posts with this same problem and no answers.
What's causing this and how does one reset the project?
