He contacted his ISP. If I remember he is on wireless. I suggested to try another location in his house/apartment

I think it is his ISP or computer hardware. But he created a new id, same problem. He reinstalled windows 10 and window 7. same problem. He eliminated multiple anti-virus and anti-malware programs. No change. I suggested taking the computer to another location or a friend bring another computer over to narrow it down

For some reason they had to allow BOINC/SETI at the Windows 10 firewall level. I have not had this issue on any of my Windows 10 machines and have been running 10 since the first beta insider through build 14332.
