With the new boinc, configuration has changed. I have a GTX 1060 running around 38% utilization.
The normal places that the changes are made appear to no longer exist:
app_config.xml - can't find
co_proc.xml - contains data that is clearly not being read

I'm running (on this rig) Mint 18.1, dev0=GTX1060, dev1&2=GT730's

The app_config.xml is not created automatically, you have to create one by yourself. Here is information about it: https://boinc.berkeley.edu/wiki/Client_configuration#Application_configuration

Seems odd that this file - even if blank - wouldn't be created automatically anyway. If for no other reason so people could spend a LOT less time
looking for something that doesn't exist...while I have found a few places that state this, none actually stated where the data dir resides.

It varies from one Linux to the next. Your BOINC event log/messages tab will tell you at the beginning. For Debian based systems it’s /var/lib/boinc-client.

You'd be better off using the command line configuration file for those settings IMHO.
Any changes you make to it are implemented when the next WU starts running. With app_config.xml you have to manually update for any changes to take effect, although that is the file to use to reserve 1 CPU core for each GPU WU being processed.

For Windows the file is named
mb_cmdline-8.22_windows_intel__opencl_nvidia_SoG.txt
and located in the project data folder.
Check for a similarly named file, put your command line values in there & save them. The next WU that starts will make use of those values.
