I have 5,946,970 points according to BOINC. Is that average for people processing Seti@Home? Am I in the upper quarter? The lower quarter? How do I compare to everyone else?

Upper 25th percentile group. Which is not necessarily the same as being in the top quarter of users.

You could check Computing > Statistics here on the project.
However the Top Participants list only shows the first 10,000 users. Position 10,000 currently is at 6,993,547 credit. So not yet useful for you.
A much easier way to find the information you want is to check your project stats on one of the third-party stat sites.
Like Free-DC. which will show you the information you want to know right away.
Project Rank		12,200 of 1,709,030 ( 0.00134% of the project total )
Overall Percentile	99.28614%

BOINCstats is good if you want to know your position based on your current RAC as well.
BOINC World position based on RAC 	6,532 out of 1,709,030

It depends on the definition of the bounds for the groups that make up each percentile. If the definition is based on the range of a property the answer may well be different to a group based on a simple population count.
