i down loaded the newest update and installed it and it hasnt worked sence tells me "i dont have permissions to download a file" this needs to be addressed i cannot restart screen saver becaue of it

What tells you that you don't have the permission? BOINC? Windows 10?
You will have to explain in more detail what your problem is, what you see, what you expect to see and all that. It may be crystal clear for you what your problem is, now all you need to do is put it into enough words (preferably with some punctuation) to explain it to the rest of us.

Dumb question.
I just downloaded a new BOINC and have a valid account and ran SETI several years ago. Everything is fine except I can't see on SETI website where to actually start doing something. There is more stuff than I'll ever care about. I just want to volunteer my computer.

Start the BOINC manager.
Go to the "tools" tab, and then select "add project"
A list of projects will appear, scroll down to "SETI@Home" (somewhere near the bottom of the list - it's alphabetical) and select it.
Select that, then "existing user" and enter the email address and password you used to create your existing account. There is a way of getting your password, but it does mean you have to log into that email address, which may be difficult...
