One of my Duel Core Crunchers was processing two Tasks and I've looked and they have been suspended. Its now putting two other tasks first as high priority while the others are "Waiting to Run."

What's so special about these two tasks and why have they got High Priority.

They'll be tasks that are getting very close to their 'due by date', so, BOINC has switched them to 'High Priority' in order that they may be reported in time. Hope that helps a bit.

Except for perhaps being suspended tasks in the Manager itself.

I would say that Iona sis likely right. Check the deadline dates on the four workunits, that should confirm it.
