There will be some damage but not a total melt down or all wire in the street (Puerto Rico). A lot of fuses to change and relays to reset outside the blast area.

Found this on effective range of EMP device.

A large device detonated at 400–500 km (250 to 312 miles) over Kansas would affect all of the continental U.S. The signal from such an event extends to the visual horizon as seen from the burst point.

He did quote the "Washington Examiner" after all, owner Philip Anschutz, so it is just another Soros like outlet. So yes the 90% is BS intended to scare you so his investments in defense contractors make more money.

If this was something, then you would have been terrified for the last few decades. After all the U.S.S.R. did actual nuke EMP tests. Obviously the Russian Federation and China are capable of this and a lot more. So why aren't you quaking in you boots and staying in your bomb shelter? Is it because you know it is crap just like the partisans who called these muppets to testify so the Washington Examiner could blast it out the the fearful and paralyze you into accepting additional shackles?

The bottleneck in relief is not Trump or FEMA' s doing it's the long standing tradition of political corruption in Puerto Rico. Also the reason the island is bankrupt and devoid of usable infrastructure.

But I guess Trump can be blamed................why stop the fake news now?

Stop your stupidity. As an ex-soldier/police officer/university teacher, you know better. For starters EMP will only affect that which is connected & in use. For that which is not hardened against EMP, your early warning system "should" give enough time to have that which is not protected against it to be disconnected.

Secondly, your armed forces & police have exigency plans in place. As does your medical centres.

Who needs fake news when there are plenty of scaremongers like yourself around.

BTW, as for power, you ever heard of or seen these?

As far as I can discover, anything with a chip in will be fried on or off. Unless "hardened"

Also the electricity grid will mostly be trashed.

There is no warning system that could disconnect or shut down grids or lines in the event of EMP.

The killing mechanism of such an attack is “elegant”; that’s my Cold War analyst past showing up as an encapsulating term. The EMP burst’s objective is to saturate the US power grid underneath it with energy flowing into the wiring. The goal is to burn out a portion of the three hundred or so high voltage transformers that link the US together as an industrial age economy. By burn out, that means causing the melting of the transformer cores rendering them useless. Repairing such damage is cumbersome. There is only one plant that manufactures these types transformers in the US and it does not even make the biggest ones needed for the US grid backbone. These have to come from factories in Europe or China and there’s a multi-year backlog for them.

After reading your post, looked into it further. I stand corrected. However a single nuclear explosion taking everything out is still crap. For evidence of that just look at Hiroshima & Nagasaki. Outside of the EMP field created, radios still worked & what are radios?

As long as the vehicle has no I/C's it should be fine, which will of course eliminate all modern vehicles, emergency services included, unless they have been hardened.

Also all computers, mobile phones, two way radios will be affected
