When will the Current Manager Bugs be fixed?
BOINC has presently got three part-time volunteer developers for everything (manager, client, web site, server, API, build-system, etc.), who have their normal daily work/school/other stuff first. We do have a new Linux developer coming into view (doing development for Debian and EPEL) but he's a tad away still.

So here's what you can do:
- go back to Github;
- if you haven't yet, make an account;
- write the code;
- put in a pull request for that code.
Then sit back and wait for someone to review the code (24-48 hours) and deem it correct, then it can be added to the rest of the code/bug-fixes already waiting to be added. And be proud of yourself that you have a bit of code added to the official BOINC.

Or you can wait for someone else to do it and complain about how they are taking their time and doing a sloppy job.

Of course, making code for BOINC does require that you work by the book. But I'm sure you can figure that out.

For 7.8.2 and 7.4.44 you need to use, boinccmd [--host hostname] [--passwd passwd] [--unix_domain] command
default hostname: localhost
default password: contents of gui_rpc_auth.cfg
Don't ask me what a unix_domain is, the descriptions I saw didn't provide an example. When I run it locally on the one machine it works every time.
The App seems to be self contained, have you tried running the boinccmd from 7.2.47 with the other Apps from 7.8.2?

I certainly hope No One is waiting for me to make any Code changes or Bug fixes. It will be a very long wait indeed as I don't do code.

if your machine is 'mars.google.com', hostname is 'mars' and unix domain 'google.com'
In fact, in my current script, I use FQDN (Full Qualified Domain Name) rather than hostname (i.e mars.google.com).
Perhaps it will solve the problem !!!

If WxView or WxWebView breaks the Manager so badly now or in future Linux distributions, just get rid of it. I can do without Notices just fine.

Actually, it's not a problem with wxWebView. The problem is some of the Repositories are not going to provide libwebkitgtk in their new OS releases and to work wxWebView needs that package. That means the current versions of BOINC won't work in some of the forthcoming Linux distros. This is similar to what has been going on for years and the reason many are still using Ubuntu 14.04 and BOINC 7.2.42. People should be use to it by now, the only difference is now you will need to run Ubuntu 16.04 with BOINC 7.8.2. Not a problem, 16.04 will be supported until 2021, still plenty of time.
