I think an even more important reason was that Saddam Hussein ran a strong secular government in an area full of radical Islamists wanting to institute a Sharia caliphate and kept them at bay. When he was removed, this left a power vacuum rapidly occupied by Daesh/ISIS. They would not have existed as anything but a few underground plotters otherwise.

(And this is another reason why I think Bush II is the worst president ever. His father was aware of the above and after kicking the Iraqi army out of Kuwait refused his advisors' urgings to topple Saddam. Will this change? I'll add Saddam keeping Iran at bay to my list though! Bush II certainly left a "legacy")
