my #1 computer has stopped downloading new tasks as of 7-19 whereas #2 is right up to date at 7-23. #1 is running win 7 and #2 Win 10. I have had this happen before but I can't remember what I did to cure it. Needless to say I have already rebooted.

Nine times out of ten posting a "my computer isn't getting any tasks" message releases tasks - both your computers have contacted the servers today - this is the tenth time and only one of them has got any new work today :-(
My first question is "Are you running any other projects, if so which projects?"
There may be more questions to follow.....

Not a lot. On the computer in question I run my e-mail, scottrade account, watch debates, an occasional movie. The computers run 24/7 and seti has it to itself at least 14 hours a day.

I think it is usual about now to ask for you to post the first 30 or so lines from the Boinc event log on startup.

You have lost me. I appreciate your attempts to help me but these thing simply exceed my level of computer knowledge. And really, should one have to know these things simply to run seti@home?

Open BOINC Manager.
Press CTRL+SHIFT+E
In the window that opens, scroll all the way up.
Select the first line, and while holding down SHIFT scroll down to around the 30th line.
Click Copy Selected.

Open an answer window here, in it on the cursor press CTRL+V

Something simpler:
Open BOINC Manager
(View->Advanced view)
Activity
Make sure these are set "run based on preferences".

And could you please post the contents of the global_prefs.xml file and if it exists, the contents of the global_prefs_override.xml file.
You can find these files in the BOINC data directory, which is a hidden directory, default at C:\Programdata\BOINC\ (just fill that in in Windows Explorer and go there). You can open the XML files with Notepad, no need to download a special program for it. Also, please don't open them in Internet Explorer when given the opportunity as this adds characters to the output. You can just open in Notepad, press CTRL+A, then CTRL+C (to select all and copy all) then use CTRL+V in an answer window here to post that.

No you should not need to, however there is something wrong with the way SETI@Home is working on one of your machines and to get help you need to do a little digging.

I am sorry I did not give you instructions on how to post the log file contents, I usually wait to see if the person concerned knows how, then if not try and assist them.

As you can see Ageless has listed the instructions.

The log file will look a bit like this:
