Why am I getting 2008 signals? Is SETI that backed up?

Because that data was processed with older, less sensitive apps, the new apps have a better chance of finding a signal.

Specifically two that I know of are that a bug in the Gaussian fit algorithm was fixed a few years ago, and autocorrelation detection was also added. So they are re-analyzing whatever old data from Arecibo is around that is prior to those two advances.
