It is fairly simple:
In the BOINC manager select "veiw/advanced"
This will get you a whole pile of new tabs.
Select the "options" tab, then "computing preferences"
This will open pop up window, un-check all the "suspend when..." options.
The "OK" the changes.
Now, select the "activity" tab, and check "run always".
OK this change.
Finally (you may wipe your brow), back to the options menu and click the "read local prefs file".

A couple of observations:
Select the "options" tab
This isn't a tab, but a menu. Tabs are Notices, Projects, Tasks, Transfers, Statistics and Disk. What is above the tabs, File, View, Activity, Options, Tools and Help, are (drop-down) menus.

Now, select the "activity" tab, and check "run always"
You just told him to set computing preferences, and then you tell him to ignore all that by clicking "Run always". When you do this, you ignore ALL computing and communication preferences, exclusive files etc.

.. and click the "read local prefs file".
This is only necessary when you manually edit the global_prefs_override.xml file. Adding anything via the Options->Computing preferences menu will immediately upon clicking OK in that window enforce those preferences.
