99.9999% is 0.999999 leaving 0.000001 not 0.9999 leaving 0.0001.

That was the original assertion: that of 765,000 police officers, 99.9999% were not rapists/murderers. By asserting this, one is also asserting that 0.765 of a police officer is.
And, ironically, given that only one police officer is currently suspected of being a rapist/murderer, and 0.765 rounds to 1, this was actually correct. :^p Far more so than the 100x error of 76.5 caused by missing the two decimal places.

PS I also find it odd that my intentional misplacement of a decimal hasn't had a comment yet, unless everyone realized it was facetious on purpose.
