Oh, is an elected President of the United States supposed to be able to rewrite the Constitution?

Most likely not.

Possibly do not forget the Senate for such a thing and these people are supposed to be elected by their own representatives, meaning Congress, and not necessarily the voters.

Huh???

The US Senate (and the US House of Representatives -- both together are known as Congress) are elected by the People in the various US States.

Neither one can change the US Constitution, though both together can propose changes. The power to change the US Constitution rests with the various US State Legislatures (also elected by the People in the various States).

It is SUPPOSED to be difficult to change the US Constitution. It has been about 25 years since it was last done.
