However, if one goes by some ranking that is a little more concrete, such as total number of intentional homicides per year, one gets a... different perspective.

Per the UNODC (United Nations Office on Drugs and Crime -- https://www.unodc.org/), considering just the reported data for the most recent year (2015), Mexico IS at #2 with 20762 intentional homicides (murders) in 2015. #1 being Brazil @ 55574 intentional homicides in 2015.

So, looking at it from this perspective, Trump was correct in his statement on Mexico being #2 in the world.

Now then, let us include those nations that did not report 2015 figures, by using their most recently reported figures.

Mexico drops to #3. as India takes the #2 spot with 41623 intentional homicides reported in 2014.

So, Trump is off by one in this statistical case.

Now then, Mexico has such a high number primarily because of Mexico's Drug War, that is the violence between the Government and the various Mexican drug cartels (both against the Govt. and against each other). And, yes, there is some spill-over of violence from Mexico into the USA.

Now then, the numbers used above were total figures, not rates. Let us now look at rates (number of intentional homicides per 100,000 people). These figures are closer to those 'atlas and boots' numbers but not exactly the same.

Mexico is #23 on this list, with a rate of 16.35 intentional homicides per 100,000 people. This is still a very high rate, over 3 times more than the USA's rate (94th place at 4.88 intentional homicides per 100,000 people).
