Is it possible i have dual cpu pc and is it possible to use one cpu for surfing and youtube, and other only for seti.

BOINC doesn't really have any controls for that itself.
On your Windows machine you can start BOINC using start /AFFINITY.
A post I made some times ago might be helpful if you have not use that command before.

Additionally you would have to tell BOINC to use fewer cores. Which you can do in BOINC Managervia the "use at most n% prcessors" or in the cc_config.xml with <ncpus>n</ncpus>

Or even simpler - use the "advanced" view on BOINC Manager, then Options / Computing Options and set "Use at most % of CPUs" to 50%. When the options are next read b BOINC you will find that BOINC is only using one CPU.
