A quick question.

As you may be aware I watch several streaming web cams, crunching will often cause problems with the video.

Obviously I can stop crunching while watching the stream, but I often forget to restart boinc.

Also I could make my browser (google chrome) an exclusive app, that works fine but means I cant crunch if chrome is running even if not watching the stream

Is there any way to stop crunching when I am on a particular web site?

I don't think that is possible. But you could use a work around: use another browser to view the streams and use it only for that purpose. Then you can add that browser as an exclusive app.

How about a feature request for the BOINC manager.

Options > Computing preferences > Computing tab > When to suspend

there is a checkbox for "Suspend when non-BOINC CPU usage is above _____%".

Why not a checkbox for "Suspend when non-BOINC GPU usage is above _____%".

You could try using boinccmd to suspend BOINC for a given duration using --set_run_mode never N. Where N is seconds. That way it would automatically start running again if you didn't do anything.
On one of my older notebooks I would use to watch netflix while going to sleep I would use a .bat along the lines of:
boinccmd --set_run_mode never 7200
timeout 7200 /nobreak & taskkill /im firefox.exe /t /f
SETI@home classic workunits: 93,865 CPU time: 863,447 hours
