Hello,
After many weeks of dealing with a corrupted install of BOINC and then not being able to install BOINC. I finally found the fix that worked for my Windows 10 Pro machine and using the Windows 10 login feature that synchronizes with my other machines and Microsoft Profile Servers.

To resolve this problem, follow these steps:
1.Add the user to the local administrators group.
2.Provide DCOM default access permissions to the user or to the group that is used to install BOINC

To do so, follow these steps:
a.Click Start, and then click Run.
b.In the Open box, type Dcomcnfg.exe.
c.If the operating system that is running on the computer is Microsoft Windows XP or Microsoft Windows Server 2003, follow these steps: a.In the left pane of the Component Services window, expand Component Services, and then expand Computers.
b.Right-click My Computer, and then click Properties.
c.In the My Computer Properties dialog box, click the Default COM Security tab.
d.Under the Access Permissions group, click Edit Default.
e.Add the user account, and then select the Allow check box for Access Permission.
f.Click OK in the Access Permission dialog box. Click OK in the My Computer Properties dialog box.

Note You HAVE to restart the computer for the changes to take effect.

If the operating system that is running on the computer is Microsoft Windows 2000, follow these steps: a.In the Distributed COM Configuration Properties dialog box, click the Default Security tab.
b.Under the Default Access Permissions group, click Edit Default.
c.Add the user account, and then select the Allow Access check box for Type of Access.
d.Click OK in the Registry Value Permissions dialog box. Click OK in the Distributed COM Configuration Properties dialog box.

Note You HAVE to restart the computer for the changes to take effect.
