It's a LUANG-B (or un-acronymised: a Let Us All Not Go - Boom).

An intensive training tool for Prime Ministers, Presidents and whatnot, to ensure buzzing their secretary for a cup of tea doesn't lead to World War Three.

From the product literature (for those who are interested):
Initially, the device rates competency on something safe, like a marshmallow and a live electric cable. Once fat finger syndrome has been ruled out as a risk factor that precludes public office, the tool is then adjusted over several days/weeks/etc to ensure they become functionally adept at guiding their index finger with reasonable accuracy and caution at buttons of several colours.


From the product review notes:
Some world leaders only needed two election cycles to graduate to having a red button, making the LUANG-B the most successful piece of learning equipment for elected officials. One keeps running out of live tutors however, but the manufacturers cannot be held responsible for any damage caused by him flopping his bombs into the sea.
