Used to create a vent hole in cows suffering from extreme gas. It has a fancy medical name, but I can't remember it.

Did we do this one some time ago? If so, I have another picture ready. If not, what is this, or at least what is it used for?

Safety wire pliers?

We called them lock-wire pliers in the Navy.
Used to keep large nuts from working loose, among other things.
