Yes you got it. It is called an anchor windlass. I tried to use picture that hid the chain but you got it anyway. Here is one in use.

So whilst I could say yes to everything that has so far been suggested... I'm not going to.

Admiral is stumbling about in the vaguely the right direction, as is Carlos - but they are nothing to do with entertainment in any way, and as far as I know, they are no longer used... *slide glance towards Zombu* erm... for what they were intended anyway :)
