The part directly above the hummingbird, which extends out over the bowl, looks like it could hold a rod or spindle, maybe spools of thread to be twisted on the wheel....

It's an ancient egyptian self propelled bird feeder.... bird gets strapped to the contraption and a springloaded mechanism turns the wheel which shoots out seeds into the birds mouth
