I'll ask

I'd appreciate it. It was loud as it ever was when it came back to life, and then it wouldn't stop. Pretty crazy.

Likely the switch in the steering wheel. Perhaps some foreign material has gotten dislodged and jammed in it?

I was also thinking it could be the steering wheel buttons. I wonder how hard it is to get into those? The fact it stopped working three years ago and just now came back to life and won't stop is weird. Maybe loose wires behind the buttons?

Here's a picture inside my car, showing the horn buttons. I don't know if they can be removed easily:

I think it is highly unlikely that two horn buttons could malfunction simultaneously. The problem is more likely to be the horn relay sticking. First sticking open (or off) and then applying power and hitting a bump at the same time has allowed it to go to the closed (or on)position and stay stuck there.
So just replace the relay, it's easy as they just plug in and I dont think they are very expensive.

I just need to find where that is. It's not where the fuses are.

It's probably close to the horn/s under the bonet somewhere, tryto follow the horn wires until you come to a little plastic or metal box. that will be it.

This is what I found Googling 99 Saturn SC-1 horn relay.
It is an electronic relay and its built into the horn. The horn is in the left front fender and you can see it if you look through behind the headlight. You don't have to take the light out to get at it though. Might have to remove the air filter box though. Its not fixable, you replace it. This is how its wired.

To my mind it is unlikely an electronic switch would fail that way, therefore I go with the switches in the steering wheel.
A test would be unplug the horn, put the fuse back in and put a VOM on the wires feeding the horn. Either the horn is getting a trigger signal from a stuck switch or it isn't.

I was assuming it had a mechanical relay. Oops!

It's an electrical mechanical and from what I read it goes bad pretty often. The part is $85 from Saturn. And they discontinued making then that way. Saturn forums say to bypass and install a generic 3 wire relay $10.

That is what I read, a salvage yard is another and easier alternative.

If you want to get at the horn buttons you have to remove the airbag from the steering wheel, preferably without it going bang in you face. On most cars you have to disconnect the battery for a few hours (yes, that upsets a number of other things), then (if fitted) remove the screw at 6pm, use a suitable tool to undo the latches at 2am and 10pm (you can see the small rectangular hole where the 10pm one lives in the photo) and "carefully lift" the airbag assembly out. You can now get at the switch gear on the steering wheel.....

That sounds tricky. I think I'm going to try it from the horn end first, but from what I can tell the horn is located in a very awkward to get at spot behind the front bumper.

I would certainly put it in the "not for faint hearted" if not in the "run-away" category. Get it wrong and it is a new airbag, at best, at worst you have eyes full of shrapnel from bits of the steering wheel cover. I would be looking for either someone who knows how to repair the buttons, or find somewhere handy to put an alternative horn button/switch (and probably the latter, far cheaper)

New breed of arsonist discovered.

Hey folks, I have another question about how to pronounce a word correctly.
Today it's about the word "Router". I always thought it's pronounced "Rooter" but lately I saw a lot of ppl on yt calling it "Rowter". I checked the web and it seems like ppl from the UK use the former and US folks the latter one. Is that correct? And how do ppl from Down Under pronounce it?

Router

Good sir, this word is only pronounced correctly
by Canadians. Unless you can find one to say it
for you, you may never know the proper pronunciation.
A hint may be that the way Americans say it is completely
wrong, it just is!

edit:
Brits have a problem with a lot of words so I won't go into any of that here...

LOL.

I call it a Rooter as a Rawter is a carpentry tool.

Router, "Rooter" or "Rowter".

In Germany (I guess Austria as well) both pronunciations are correct.
In Sweden as well:)
Norway however pronounce it Ruter.
A bit confusing sometimes...

Prefer pics to describe, more funnier :-)

Rawters

Rooters

Just have to make sure you don't try to plug Rawter bits into a Rooter :-)
