why do you think Microsoft changed from Fat 32 to the NTFS file system...

YOU CAN"T FIX THIS PROBLEM FROM WITHIN WINDOWS 7

Gees I have had the same problem myself so don't listen to me I wouldn't know jack .

Answer to question : To stop people taking a drive out of one computer and putting it into another and then accessing it . Extra security with NTFS

and yes I do know it was also so files can be longer than 2 gig

Thanks Raistmer that is very handy to know and will get me out of a tight spot as I to have a one licence use with my win 7 and have been very peed off since my old systems MoBo stuffed up and I could not reload win 7 and have it Genuine on the new system I had to build .

However it also sorts out ownership of files.

What do you have to loose?
Worst case, you need to do a full reinstall anyway.

If you should use dism, you should run SFC /scannow afterwards ( admin command prompt)

Well, some small progress:

I implemented seems all (but comprehensive AV scan) suggestions but nothing helped.

Next I changed UAC settings to "Never notify".
And issue disappeared (!). Now BOINC detects GPU and runs w/o crash on startup. FAR doesn't complain about config files, Chrome allows to download files and so on.

I think it's definitely demonstrates that smth wrong with user security part of OS, not with NTFS file system security.

Cause I would prefer to be able to use UAC now the question is: how to repair UAC ?

Ah yes. I always disable UAC. It is mostly worthless & annoying. Also there are settings for UAC that I disable in group policy. Because they are still in effect even though UAC is disabled.
