I don't understand why server claims that I have downloaded more than 5000 tasks. I didn't saw tasks for about 2 months. There were no tasks in boinc manager.

I've deleted project SETI and going to reinstall some drivers.

2) Where in log 5000 tasks? Log just say that servers off at moment you tried to connect.

Yes, I see the servers think your computer 7544616 has many tasks in progress. Although the server assigned the tasks, your system didn't get the message and doesn't know it ought to download and process those tasks.

The term we usually use here for those is "ghost".

It seems all your work requests are failing that way, as if something is blocking the replies from the scheduler. Those get the "SETI@home | Scheduler request failed: Timeout was reached" message. Perhaps some security software is being too cautious or similar.
