At first, I thought it was carved out of solid wood, but now I'm guessing maybe it's a leather type of material, and it's a bellows of some sort... ?

Taking another look at the source web page, it seems the vertical shaft goes well above the horizontal part, approximately doubling the overall height of the tool.

There is also a string or thin leather strap that attaches at the top and at one end of the horizontal part.

And while it's about 500 years old, it's based on a much older concept.

Okay, it's been 26 days since I posted this thing. J. Mileski might have known, but didn't want to win. So, (because I don't feel like finding another tool right now and doing this all over again) I'm honoring my earlier comment and declaring Annie the winner because I liked her guess of a chastity belt remover.
