Well I think AB474 is dead(this is/was in the CA State Legislature), since any bill in the budget committee suspense file at the last meeting of the subcommittee that hasn't been voted on, is dead and I watched the the committee today on the calchannel, AB474(Public Social Services: SSI/SSP) never came up for a vote, unless something I don't know of happens, the bill is dead. So much for increasing the ssp amount from $156.40 to $354.40 a month in 2016, I could have used that extra $198.00 a month..

Chris, we in the US are extremely sensitive right now to anything said that could be even construed as wishing harm to those who choose to 'Serve and Protect'. Police here are being intentionally targeted, for death, by various groups for perceived or actual 'wrongs' done them. Some feel they have been abandoned by their President and certainly by the former Attorney General. This has led to a general disregard for authority by some which has been amply demonstrated in Ferguson, Mo. and Baltimore.

I'm sorry if calling out statements like 'Typical trigger happy USA police. Bastards.' seems unkind, but those sentiments have NO PLACE in civilized discussions.

Sorry this went off topic, but I felt an explanation was in order as I was the first to take exception to your post.

I fully accept that DG, but my response was to post 1682219. US police have a worldwide reputation for shooting first and asking questions afterwards. When it comes down to what you have rightly highlighted, as innocent police officers who serve, being targeted, then I support that policy for their own survival and well being. My original comment was to do with animal welfare, which I stand by.

Best leave it there I think.

And you didn't bother and read that animal control / wildlife was on scene and ordered the event. Nor did you bother and read the animal was at a child care facility. I suspect there are a few PETA types would not mind feeding some human children to hungry animals.

Easier said than done. In the heat of the moment, adrenalin pumping, and a moving target, it is hard enough to hit the center body mass, much less a specific body part. That stuff just about never happens in real life, only in movies or TV. Because if you miss, or even if you do hit the knee or gun hand, the bad guy may still be able to shoot you, or a bystander. That is why cops are taught, if they have to shoot, aim for the center body mass and continue shooting until the threat is neutralized.

But the basic training is for self preservation.

I watched 'American Sniper' last night.
You need to watch and appreciate it. It is NOT what it was made out to be.
It turned out to be more of a documentary about Chris Kyle, what he did and why he did it and it's consequences to his personal life than anything else.


He did what he had to do, became obsessed with his craft, and wished above all else to serve his country.
That is all I shall say save being a spoiler.

Shoot to wound? Not a real life option. Here is why. If the bad person has only done enough for you to wound them, if you happen to miss -- real possibility -- you may end up killing them and they didn't do enough for you to do that to them. Now you the police officer are on trial for manslaughter or murder.

However if they have done enough for you to kill them, then you can shoot and no matter what the outcome wound or death will be correct.

The monkey wrench is you have no idea if the bad guy is a much better sharpshooter than you are. If so and anything goes wrong with your shot to wound, including the bad guy ignoring his wound, you can end up dead.

Last, I don't really want the police having to make decisions, about can I kill or only wound. If they are using a gun the choice should be yes/no, not yes/maybe/no. If they don't have right to kill, then billy club, bean bag, Taser or pepper spray.

The real issue is the idiots who are asking for a Darwin award when the cop yells drop it. Last https://www.youtube.com/watch?v=xd1SRtkhh-U now you know why people holding cell phones in their hands get shot dead.

The fourth rule of firearms (paraphrase) "Know what is beyond the target". By shooting to wound, you are taking the chance of injuring/killing innocent bystanders. There is no shoot to wound, that is a silly concept.
