Just as soon as we learn terraforming

Once again blisteringly sunny and hot @18°C, good news is being England when it's sunny you know rain is on the way.

Introduce cool water from somewhere above the pacific floor where cold water is at to that area, all along parts of the pacific coast, the drought could be over.

I would want to study the data a bit more before
I started messing around in the system....

I'm well aware of that, it's too bad some I've talked to seem to be tone deaf on this, if the 2 wells go dry they'll either drill deeper in hopes of more water(good luck) or simply close the park and per CA state law relocate everyone, at least I think that is how the law works, for Me that would be to a private lot in Adelanto on public water, which is what I would like.

This happens off the coast of Chile in the Pacific Ocean there, the upwelling of cold ocean water, only naturally. I think you'd need a few oil type rigs that could be made to do this, no drilling for oil of course.

The nutrient-rich upwelled water stimulates the growth and reproduction of primary producers such as phytoplankton. Due to the biomass of phytoplankton and presence of cool water in these regions, upwelling zones can be identified by cool sea surface temperatures (SST) and high concentrations of chlorophyll-a.
[snip]
Deep waters are rich in nutrients, including nitrate, phosphate and silicic acid, themselves the result of decomposition of sinking organic matter (dead/detrital plankton) from surface waters. When brought to the surface, these nutrients are utilized by phytoplankton, along with dissolved CO2 (carbon dioxide) and light energy from the sun, to produce organic compounds, through the process of photosynthesis. Upwelling regions therefore result in very high levels of primary production (the amount of carbon fixed by phytoplankton) in comparison to other areas of the ocean. They account for about 50% of global marine productivity.[8] High primary production propagates up the food chain because phytoplankton are at the base of the oceanic food chain.
