No. In our country this applies as well.
From 1 July 2010, it is that there no longer is any limitation of the gravest crimes if committed July 1, 1985 or later and if the offender is under 21 years of age at the crimes committed.

My GF told me story the other day.
There was a man that had committed a murder many years ago.
No one suspected him and the year passed.
Eventually he got sick. So sick he was thinking going to die.
So he confessed what he had done in his sick bed.
Problem was he didn't die.
So he had to spend his last days in prison...

Every Police Officer, in a Large American City knows, with a Moral Certainty (Not Legal), Murderers, Rapists, and the like, still walking the streets.

Every country in the world knows that and not just in cities.

It does seem a little far fetched:
