Several possibilities.

1) Where are you, and what ISP do you use? I am wondering if we have another peering problem.
2) Have you installed any new network equipment recently? Have any settings needed to be changed on your router? Has your ISP changed anything on their end (no, I am not expecting you to be able to find the answer to this one)? In any of these cases, there may be a setting preventing you from uploading work while downloading work would work just fine. The most likely two problems here are black hole detection and maximum packet size (MPU) settings.

I have 10 tasks that show a status of "Uploading". I still can download new tasks, but once they are finished running. They just seat there. What's going on?

Upload Server Problem
Our upload server (bruno) is currently unstable. We are working to fix the problem. 4 Nov 2014, 0:24:15 UTC

The 2 to 3 hrs Tuesday maintenace may take all day to get Bruno working properly again. A back up project is always a good idea to keep your computer humming while SETI is acting up.

so is it safe to assume my upload problems (no errors here but got 10 finished tasks that are getting postponed over and over) come from what You posted above?

Yep, looks like they should have gone through by now. But they might be going up fairly slowly because everyone else is in the same boat.

I've had the same difficulties uploading, but it seems to have started up during the past few minutes (albeit at 1-2 KBps).
