I'm looking for a gizmo to test cpu fans, case fans, 2,3,4 pins stuff. Before I commit to a full hook-up I would like to test my different fans. To see what the noise levels of each are. Maybe even see to what extent I can control their speed. Is there such a thing that isn't really expensive professional grade test equipment?

You can get an adapter cable to connect to one of the molex connections from the PSU in your machine. They would run at full speed given 12v right form the supply, like a case fan would.
