Here are the rules:

1. The previous winner posts a picture of some sort of tool.
2. Other people guess what it is. The poster tells them if they're right or wrong, with any other comments he/she sees fit.
3. After no new guesses have been made for a couple of days, the poster should provide a hint.
4. If there is still no correct answer given, the poster may declare the panel stumped, give the answer, and post another picture.
5. Whoever posts the correct answer is the winner and posts the next tool. Go back to 1.

New rule "that a winner, if they do not run the next stage declines and the game is open to any one who wants to play."

It's an Alaskan Eskimo spit twiggler?

I dunno...the spit twizzler seemed like an obvious choice.

But....if I take the end of the tool opposite the fork to be a file or abrasive surface, could it be a tool for cleaning and adjusting old telco switching contacts?

It is a bit of some sort. The flat on the handle indicates that it is chucked into some tool.

Does it have a sleeve that pushes down over the tines? If so it could be used for ring clips.

Is it for breaking the insides of a lock so that it can just be opened?
