Those look like lemurs.

Its hard to tell, but they are piled in a hammock.

Those look like lemurs.

I think they're ringtail lemurs, which are very distantly related to Humans, as Humans and Lemurs are Primates.

Right now a cat is sitting on a window sill like this on the third floor.

Once it stumbled but managed to grab the sill.
Later it fell down and nobody but me saw it.
I walked out and found the cat lying on grass. Scared but not hurt.
This was in the late evening so every door where locked so I couldnt leave it to the owner.
Well The cat found its home and are sitting on the sill again:)

I would report the owners to a local animal protection agency and force them to keep it indoors or re-home it. I have dome similar things before and got the police involved. Ending up in court and a 5 year ban from keeping animals, protects our furry friends from neglect and abuse.

It was an accident! No neglect and abuse.
The cat loves to sit on the window sill.
Even after the accident.
btw The window is closed now.
