Basically the same news but they mention they hadn't observed Buk missile systems being moved into Ukraine despite seeing everything else and also have no specific reason to believe that Russia had trained any separatists in use of those systems. Lacking that evidence leaves open the possibility of using captured Ukrainian missiles fired by persons possibly previously trained in their use in military, either Russian or Ukrainian.
