Screen saver off or Screen saver blank?

I can't find it but someplace I read that if you have your screen saver set to turn to blank, it slows down the GPU. Yes/no? On a related question: In windows power plans it talks about "turning the screen" off. Is this the same thing as in "screen saver" turn the screen off? I want the screen(s) off but I don't want the GPU slowed down. I expect to simply have to turn the monitor off on the desktop units. I have the same question about my netbook.
