I've posted a response to this below the article as it's my opinion that such a move by ISP(s) in the US would have a negative impact on the US economy- on the grounds that it would stifle innovation, particularly with the net being far easier to access in other parts of the world. Given the demographics of China, India and Europe, many who have a potential ground breaking idea/ start up idea, may see fit to grow such a business outside of the United States, simply becuase it woud not be hampered by "thottling" of internet access speeds...
