Older Gateway laptop running Windows VISTA, I forget details but it's 1700MHz dual core proc so not particularly fast but OK for 'surfing' and You-Tube vids
When I run boinc/SETI on laptop it completely overrides the Windows network settings and Internet access is disabled. I have 100% signal for local access but no Internet connection
If I shut down SETI@Home/boinc, everything is back to normal almost instantly
When boinc is running I'm connected to 7.2.7 through Cisco RE1000 network bridge to Linksys WRT54 router and Brighthouse modem
I've stopped using laptop for SETI at present, desktop (running LINUX Mint 16) is happy enough whatever I do (even though it's relatively ancient by computer standards, I don't remember when I put it together)
I tried various search terms but obviously I'm using wrong search parameters as I couldn't find any results, although I'm sure someone somewhere must have had same or similar problem with VISTA?

Yes, it does happen. Because it happens with my laptop as well. I'm running a Mac. Nothing really you can do despite what people post about changing your setting in the preference section of your account. I've totally turn off access via the different setting local and web and Boinc still overrides and attempts to access the internet blocking all other access. I can monitor i/o traffic as well as percentage and which programs are sucking up the bandwidth. Since this to me seems like a design issue rather than something an end user can address, I am in the process of moving to a new laptop and giving Boinc to the old one. If I need access, I am forced to quit Boinc and close out the application. I posted something similar in Number Crunching under Gripes but got in trouble since they seem to think I was asking for help, If end users can't fix it..it's a gripe.... So in short...Yes it does happen.....

Totally by accident, I think I've found a way to make boinc take 'leftovers'
Shut down or suspend all running tasks, turn boinc manager completely off, get network started and web pages loaded, start boinc and it 'plays nice' with Windoze
It's working so far and only takes around 20~30 seconds to do

What speed internet do you have? As I see you got at least one Astropulse, and those at 8MB can interfere with downloading of other stuff/general surfing on slower connections. Just consider that when you want that one to come in in one second, that you need at least a 64Mbit connection.

I've got 'high speed' internet, Brighthouse tells me it's 100Mb
Got a couple of Astropulse, but, I turned off the download/upload (Suspend + No New Tasks) to see if that made a difference - it didn't
Even when Seti is the only thing running the boinc manager was over riding all Windows settings.
As I said, completely exiting boinc and starting windows session first seems to work. No idea why but it's OK as I wouldn't understand the coding anyway ;o)
