Yeah, I think they are using Ontario to mean the Canadian government. Harper has made it clear that his support is firmly with the Israelis and it has caused a bit of a stink here. So this posturing about the best way to help the wounded doesn't surprise me. I am pretty sure that although he may drag his heels, the pressure to help will force his hand eventually.

A US state could never offer to treat foreign nationals, that would be up to Washington as the boarders are a federal responsibility.

Like Es, I also believe water is a right, not something we should pay for. Electricity is also a basic right nowadays. They lowered the tax on electricity from 21% to 6% here. Only in a test phase though. Let's see how long it stands...

I remember this issue being discussed on the Pierre Berton show in the late 60s or early 70s.
Apparently a great deal of water is already being diverted back into the Great Lakes from the Canadian side to make up for water the US is diverting out of the lakes.
More could be done but it will cost beaucoup.

The water is available, to those who pay their utility bill. I still don't know what the big deal is, I have to pay my utility bill to keep the tap flowing as do most people in the USA.

The root cause is politics and the love of power. The need to be reelected no matter the cost. Agree with part 2.
