That handle looks too nice to have been used outside, and the teeth look like they need to grab into something, which I thought Byron was on the right track with, but I'm going out on a limb and say a printing press crank?

That's as wrong as any of the other suggestions, but as a clue, you used one word in your guess, that could lead to the right answer...
