I have tried everything to Disable FIPS Compliance Checking including going into the Registry...The Reg Value is set to 0 but still shows it as Enabled!
Hellllppp Please.
It is stopping Me from going to a LOT of Websites Including Lunatics.

As far as I know, FIPS is not enabled by default for all versions of Windows. You have to manually change the local security or group security policy to enable it.

Can you elaborate more on the problem(s) you are having?

It won't allow me into many of my sites and I can't seem to disable it with REGEDIT even though it shows a value of 0 it shows as enabled.

Why do you believe it is FIPS? What steps have you taken so far to narrow down the problem to this?

If it means anything to you, it seems that issues accessing the Lunatics site has been an issue for everyone, not just you. See Issues with Lunatics site? over in Number Crunching.

Can't explain your issues with other sites though. We'd have to take each one on a step-by-step basis unless we can correlate the issues together. I see no reason why FIPS would be the problem, which is why I was hoping you'd be able to share with me and others what steps you've taken that have brought you to this particular conclusion.

I have recieved a Windows Startup error notice and went into the registry and checked...It shows a value of 0 however still shows as Enabled.
Tried to Enable it per instructions, Did a restart and got the same thing.

Is there any way you could provide the error message here so I can take a look? In general, you should never receive such an alert, nor should it be required to disable because it should be disabled by default, so setting it to zero should have no effect as you've seen.

I HOPE that I have the problem solved.
When I downloaded 7zip I got it from the Softronic website and it loaded the Puter up with Malware.
I had to run Malwarebytes, CCleaner and HitmanPro to get all of the Crap out of it.
Gotta Love Hitman Pro though. It was Very fast and effective also after the Cleanup Re-boot it ran again on its own and declared that the System was clean.
I'm going to pay for the 3 license pack and put on All of our windows Boxes.

So many of those 7z expanders are full of malware. I tried some from CNET it was full of malware. I tried a recommended site from the microsoft page and it tried to load a Trojan onto my system. I spent about an hour this morning removing some of them. Had to reinstall Superantispyware to remove the rest. One of my friends recommended that i use winrar to open up the 7z files. You can get a temporary edition that opens them up. That seems to work for me. Just for thought on those 7z files.

Why you guys don't get the software from the original sites?
For 7z-files it is 7-zip.org: http://7-zip.org/
Never get software from other than the original sites!

I did try that site too..It also tried to load a malware. Finally gave up on it and went to the WinRAR. At this point, I'd done with 7z expanders.

Then the problem lies on your computer. The 7-zip site redirects to sourceforge.net for download and there never existed any malware from that site!

I'm glad to hear you got it resolved Jim. I kind of thought it was malware, but I wanted to eliminate other possibilities first.

Nonsense
7-zip.org always was and is a very clean site
It even don't have ads on the page

My add-ons show:
- AdBlock:

- Dr.Web Anti-Virus Link Checker:
      Web analytics: blocked 0
      Social network plug-ins: blocked 0

7-zip.org is the original site of the original developer of 7-zip - see bottom of the page:
Copyright (C) 2013 Igor Pavlov

And of course sourceforge.net is the home of many of the free open source programs.

Just now I get the file 7z920.exe by clicking the link on top-left of 7-zip.org page which redirected me to sourceforge.net and auto download after 5 s
I did this 2 times in case some bad mirror is chosen
The files that I get now are identical (by content, by compare) to my copy of 7z920.exe which I have (and installed) about 2 years ago

You already had malware in the computer so probably at that time any visited site was 'tweaked' by the malware
Malware may inject any content in any web page locally (page from the remote server comes to you clean but is modified by the malware before it is presented to you)
