I think you'll find that the last two separate digits is the number of times the license has been issued (mainly change of address)

Even though it's more suited to the Computer & Technology thread, have to agree with Andy, the UK haulage industry is way behind the times...

"Playing" on tracks is a dangerous activity, even in areas where there aren't many trains - too many kids in the UK find this out every year when either they are removed from the gene pool or see their friends removed in front of their eyes. Worst case I know of was a lad who was showing off to a crowd of girls by climbing up an over-bridge, he miss-time his decent and was struck by a train and killed. A number of the girls, now ladies with families of their own, still haven't fully recovered....

Prosecution? - That all depends on two things, the prime one being where the load master is licensed. If the UK, and he is suspected of having been negligent in the performance of his duties, then he will be prosecuted, otherwise he could be barred from serving as a load master in UK waters.
Ultimately it is the captain who is responsible for the safety of the ship, so he could well find himself in the firing line, even though the foul-up was not the direct result of his actions. There are reports that the cargo had started to shift before the ship had really got underway, with a lump of construction machinery "making a bid for freedom". If that is the case then one really has to question the actions of the loadmaster in not ensuring that the cargo was secure before venturing away from the wall in Southampton.


A friend, who is a serving Merchant Navy Officer & certified loadmaster, suggested that the loadmaster concerned could do with a bit of training. Her suggestion being - "Training in the art of walking upon water while wearing lead diving boots and carrying a 50kg sack of scrap car parts"
